Lawyers and the opposition are questioning Milei's plan to sell citizenship through investment

The citizenship-by-investment program launched by Javier Milei’s administration is facing criticism from constitutional lawyers and the opposition, which is seeking to block it in Congress. The initiative, presented on October 2 in Paris by Luis Caputo and Diego Santilli, allows foreigners to obtain Argentine citizenship by making a $350,000 contribution to the Treasury or purchasing a bond worth $800,000, with additional payments for spouses and children.
According to MercoPress, attorney Andrés Gil Domínguez argued that the May 2025 emergency decree does not meet the requirements to bypass congressional review and that the measure discriminates based on economic status. The opposition has submitted requests for reports and introduced bills to repeal it. Peronist Congressman Agustín Rossi stated: “It is unacceptable for Argentina to put its citizenship up for sale.” The government argues that the program will attract investment and create jobs.
