The U.S. and Argentina Launch an Infrastructure Corridor With Up to $7 Billion in Loans

On September 23, Argentina and the United States unveiled the so-called Andes-Atlantic Corridor, a plan to connect oil, gas, and mineral deposits in Argentina’s interior with ports on the Atlantic. The agreement was signed in New York by Foreign Minister Pablo Quirno and Deputy Secretary of State Christopher Landau, representing Javier Milei and Donald Trump, during the UN General Assembly. The plan is part of a G7 initiative to compete with China’s infrastructure investments in various regions of the world.

The figure of up to US$7 billion is not a disbursement or a fund already available, but rather the maximum amount that the U.S. Eximbank could lend through 2027, primarily to finance the purchase of goods and services from U.S. companies. Most of the funds—about US$6 billion—are earmarked for the Argentina LNG project, led by YPF in partnership with Italy’s Eni and the UAE’s XRG, for which a final investment decision is not expected until late 2026. The rest of the agreement includes the concession of three freight rail lines and energy and digital projects, although the joint statement does not mention specific mining initiatives.
